Teacher Professional Development in Maryland

Certification Information


  • Certificates are issued in January and July.
  • There are no permanent certificates.

Types of Certificates


Professional Eligibility Certificate (Initial Licensure)
  1. Valid for five years
  2. Issued to those who meet all certification requirements
  3. Is for teachers not currently employed in a Maryland school system

Professional Eligibility Certificate (Renewal)
  1. Official transcripts for six semester hours of acceptable credit

Standard Professional Certificate I (Initial Licensure)
  1. Valid for five years
  2. Issued to those who meet all certification requirements
  3. Is for teachers currently employed in a Maryland school system or accredited nonpublic school

Standard Professional Certificate I (Renewal)
  1. Official transcripts for six semester hours of acceptable credit
  2. Renewed only at the request of the superintendent of a Maryland school system

Standard Professional Certificate II (Initial Licensure)
  1. Valid for five years
  2. Issued to those who complete the Standard Professional Certificate I
  3. Is for teachers currently employed in a Maryland school system or accredited nonpublic school
  4. Teachers must also submit:
  • Verification of three years of satisfactory professional experience
  • Six semester hours of acceptable credit
  • A professional development plan for the Advanced Professional Certificate

Advanced Professional Certificate (Initial)
  1. Valid for five years
  2. Issued to those who submit:
  • Verification of three years of full-time professional school-related experience
  • Six semester hours of acceptable credit
  • A master’s degree or a minimum of 36 semester hours of post-baccalaureate course work
  • Must include at least 21 hours of graduate credit or National Board Certification and 12 additional approved graduate hours.

Advanced Professional Certificate (Renewal)
  1. Official transcripts for six semester hours of acceptable credit

Resident Teacher Certificate
  1. Valid for two years
  2. Issued to those who are chosen by a Maryland school system to participate in an alternative teacher preparation program.

Conditional Certificate
  1. Valid for two years
  2. Issued to those who have the superintendent of a school system request the certification because the teacher does not meet all certification requirements.
