Definition of Professional Development:
3.08 Professional Development – A coordinated set of planned, learning activities for teachers that are standards based and that meet the required Focus Areas for Professional Development and the Approved Professional Development Activities requirements as identified in the Arkansas Department of Education Rules Governing Professional Development (July 2005).

Renewing An Arkansas Teaching License

The following information will give you a brief overview of the process for renewing an Arkansas teaching license.

AUTOMATIC RENEWAL

A standard Arkansas Teaching License shall be automatically renewed by the office of Professional Licensure upon meeting the following requirements:

1. Applicant must hold a standard teaching license.

2. Applicant must be teaching in an Arkansas public school during the previous year of the expiration of the license.

3. Applicant must have successfully completed a non-criminal background check by the Arkansas State Police and Federal Bureau of Investigation (at least once, as required by law).

4. Automatic Renewals will occur in the fall of the last effective year of the license.

5. The new license will be mailed to the school district of employment prior to licensure expiration date.

GENERAL RENEWAL REQUIREMENTS

• Applicants who do not meet the requirements for Automatic Renewal must submit an application for the renewal of their teaching license to the office of Professional Licensure.

• Renewal packets, which include the application for renewal and background check information, may be secured through the office of Professional Licensure by calling 501-682-4342.

• Applications for renewal and background check information may also be secured through the Superintendent’s office of local school districts.

• A standard Arkansas Teaching License shall be renewed by the Professional Licensure office upon meeting the following requirements:

General Renewal Requirement Checklist

1. Application
2. Non-Criminal Background Check (at least once, as required by law)
3. Verification of Experience
4. Two years of teaching experience during the previous five years
-OR-
One year of teaching experience for the immediate previous year
-OR-
Completion of six hours of college coursework within the previous five years

Verification of Professional Development
Applicant must provide verification documenting 60 clock hours annually beginning with the 2005-2006 school year. Documentation of the required professional development for the renewal of a teaching license shall be provided by a public school superintendent, human resources director, or director of other agency/organization employing licensed teachers.

Rules Governing Renewal

General Renewal Requirements for teachers holding a Standard Arkansas Teacher License that will expire or has been expired for less than one year.

Application Required
Experience Verification Verify 2 years of the previous 5 years or the immediate previous year
Coursework May substitute 6 hours of college level coursework for experience if taken within the previous 5 years
Professional Development Verification 60 clock hours annually beginning with 2005-2006 school year
Background Check At least once as required by law

RULES GOVERNING THE REQUIREMENTS AND PROCEDURES FOR RENEWING A STANDARD ARKANSAS TEACHING LICENSE October 8, 2007


1.00 PURPOSE

1.01 The purpose of these rules is to establish the requirements and procedures for renewing a standard Arkansas teaching license.

3.00 DEFINITIONS - For purposes of these rules, the following terms shall be defined as follows:

3.01 Automatic Renewal - The process of renewing the standard teaching license for those teachers employed in a public school setting, who were teaching the school year prior to the expiration of their teaching license, and who have cleared at least one background check with Arkansas State Police and FBI, and who have met the requirements for professional development.

3.02 College Level Coursework - Coursework taken from a regionally or nationally accredited college/university that is in the area of licensure (OR) professional education coursework at the current level of licensure (OR) educational technology/computer courses (OR) a combination of the above mentioned (OR) coursework taken to add additional areas to a current teaching license.

3.08 Professional Development - A coordinated set of planned, learning activities for
teachers that are standards based and that meet the required Focus Areas for
Professional Development and the Approved Professional Development Activities requirements as identified in the Arkansas Department of Education Rules Governing Professional Development (July 2005).

6.12 Coursework used for the renewal of a standard teaching license shall be college level and from a regionally/nationally accredited college/university. The coursework shall be in the licensure area(s) held by the teacher (OR) professional education courses at the level of licensure held by the teacher (OR) basic computer/education technology courses (OR) coursework taken to add additional areas to a standard teaching license.

6.13 Documentation of experience for renewal purposes shall be provided by a public
school superintendent, director of human resources, or director of other agency/organization employing licensed teachers.

6.14 Documentation of the required professional development for the renewal of a teaching license shall be provided by a public school superintendent, human resources director, or director of other agency/ organization employing licensed teachers.

6.18 Professional development required for the renewal of a standard teaching license shall not be in addition to professional development required to meet standards for accreditation.

6.19 Teachers shall be able to add partial years of experience during the previous five years to meet the general renewal requirements.

6.20 Professional development shall be required for the renewal of a standard teaching license.
